It is often touted by third parties who charge to set listings up for people, achieve very good results, but who are effectively gambling with other peoples livelihoods.
Black hat should always be avoided. it usually consists of unscrupolous SEO companies using other people accounts to set up listings, they may ask for your details to set up your listing, retain your log in details and in the future use your accounts to set up multiple spam listings.
My word of advice if you have given someone your details to set up a listing is to change your password, change the email address and user name associated with your account and keep a close eye on things.
